2002년 미국 농업법(Farm Security and Rural Investment Act of 2002) 개정하면서 바이오제품을 우선 조달하는 프로그램인 “Federal Biobased Preferred Procurement Program”이 발효되었음 이에 미국 농무성(USDA) & 바이오베이스제품 생산자협회(BMA-Biobased Manufactures Association)를 중심으로 비이오 플라스틱 제품 구매 활성화 정책이 진행되고 있음 이를 위하여 규격 및 시험분석 방법인 ASTM D 6866에 따라 제품에 사용된 바이오매스 함량을 측정하고, 그 함유량을 제품표기하도록 ECO 로고를 부여하고 있음 상기에 따라 제품에 사용된 바이오매스 함량을 표기한 인증마크를 부착 사용할 수 있음 ================================================================ ASTM D6866 Biobased 인증 프로그램에 대한 승인 프로세스 테스트 비용은 $595 / 샘플량: 25g 또는 25ml Approval Process for the ASTM D6866 Biobased Certification Program An applicant for the certification program shall do the following: 1. Complete an Application to USDA for each product, receive approval from the USDA that your product qualifies under their labeling program, and be accepted into the program. 2. USDA will email the Participant when their application has been accepted and will give them an application number. At this time, the Participant should download and complete the ASTM Biobased Participant Agreement, and send to: dtrinsey@astm.org 3. The Participant will receive an email from ASTM confirming receipt and acceptance of the Biobased Participant Agreement. The Participant should thoroughly review the Operations Manual for Biobased Product Certification Program, select a laboratory from the Accepted Laboratories listed below and contact the laboratory to schedule testing. The Participant is responsible for the payment of the laboratory testing fees. 4. The Participant must provide a representative sample per the requirements of the Operations Manual for Biobased Product Certification Program, download and complete a Documentation of Sample Selection, Shipping, and Disposal by Manufacturer/Vendor Form and shall include a copy of this form in the shipment of their sample to the Laboratory with a copy to: dtrinsey@astm.org. Upon completion of the testing, a report will be submitted by the laboratory to ASTM and the Participant. ASTM will review the report and notify USDA. USDA will contact the participant whether certification has been approved or denied. 진행 방법 등 : 1. 우선 USDA에서 제품이 자격이 되는지 애플리케이션을 신청(현재 추진중임). 2. USDA에서 신청이 수락되면 라벨링 프로그램에 참가할수 있다고 애플리케이션 번호를 E-MAIL를 보내줌, 그 다음에 작성된 ASTM Biobased 신청스를 메일 발송 to dtrinsey@astm.org 3. 신청자는 ASTM에서 확인 영수증 받음 => 접수된 LABORATORY에 테스트를 예약(테스트 스케쥴) => 테스트 비용 지불 (테스트 비용은 $595 정도, 테스트 기간 3-5일 소요) 4. 신청자는 LABORATORY에다가 신청서를 발송, 샘플 25g (또는 ml) & 샘플에 대한 데이터시트를 같이 발송하여야 함. Mail to dtrinsey@astm.org LABORATORY 테스트 완료 => 보고서를 ASTM으로 발송 => ASTM에서 검토하고 미국 농무부에 통지 => 미국 농무부가 인증 승인 또는 거부 여부를 신청자에게 연락
